Abstract:

Although providing affordable and high-quality education for all Russians, regardless of their social status and place of residence, has been declared the main goal of educational policy, the researchers' conclusions cast doubt on the fact that this goal is actually being implemented in practice. Not only is being born into a rich or dysfunctional family akin to winning or losing the lottery, being born in Russia usually does not add points to success. Although, if you compare this with the opportunity to be born, say, in Somalia, it's still a kind of success. At the same time, of course, the area where the little Russian was lucky enough to be born is starting to play a big role. There is a connection between the availability of educational resources and the socio–demographic and economic characteristics of the subject of the Russian Federation. One of the tasks of improving the quality of education is also to provide modern and high-quality conditions for access to education - educational infrastructure.
